In the event\u00a0of a disagreement on the interpretation of the rules, the English text shall be regarded as\u00a0authoritative.<\/p><p style=\"text-align: justify;\">Only players having an amateur status are allowed to compete in the event.<br \/>The programme and duration of competitions are fixed by the Executive Committee in\u00a0agreement with the Organising Committee and the CTI. The competitions shall last four (4)\u00a0days and include the following events:<\/p><ul style=\"text-align: justify;\"><li>Men\u2019s individual competition (72 holes - stroke play)<\/li><li>Women\u2019s individual competition (72 holes - stroke play)<\/li><li>Men\u2019s team competition (72 holes - stroke play)<\/li><li>Women\u2019s team competition (72 holes - stroke play)<\/li><\/ul><p style=\"text-align: justify;\">The event will be played over 72 holes stroke-play: 18 holes each day for the four (4)\u00a0consecutive days of the event.<\/p><p style=\"text-align: justify;\">Each country may enter a maximum of six (6) competitors.<\/p><p style=\"text-align: justify;\">In each event, each country may enter:<br \/>Men:<\/p><ul style=\"text-align: justify;\"><li>Individual event: three (3) competitors;<\/li><li>Team event: the two (2) best results each day shall count for the team classification\u00a0per day.<\/li><\/ul><p style=\"text-align: justify;\">Women:<\/p><ul style=\"text-align: justify;\"><li>Individual event: three (3) competitors;<\/li><li>Team event: the two (2) best results each day shall count for the team classification\u00a0per day.<\/li><\/ul><p style=\"text-align: justify;\"><br \/>Each competitor shall have a handicap of nine (9) or less when entering the World University\u00a0Championship.<br \/>At the first General Technical Meeting, the Head of Delegation or his\/her representative shall\u00a0confirm and sign the official list of competitors accredited by the CIC.<\/p><h5 style=\"text-align: justify;\">18.2 PRE-COMPETITION PROCEDURE<\/h5><p style=\"text-align: justify;\">Three (3) months before the Championship, the Organising Committee has the right to collect\u00a025% of the total cost of stay per athlete and official from participating countries.<\/p><p style=\"text-align: justify;\">18.2.1 Seeding Method<br \/>Seeding shall be made per country by using the team results achieved in the previous event\u00a0as a guide for seeding. If the host country is not in the first five seeds, it shall be included\u00a0among the first six.<\/p><p style=\"text-align: justify;\">Where possible, players from the same country shall be kept together in a block, one playing\u00a0each time slot after another.<br \/>The draw shall be published after all countries have registered.<\/p><p style=\"text-align: justify;\">18.2.2 Tie-breaks<br \/>In the case of a tie between two (2) competitors or more for an individual gold medal, they shall\u00a0play off. For other individual medals, the most recent day\u2019s score shall decide and if there is\u00a0still a tie, last 9, last 6 etc. shall be used. In the case of a tie between two (2) teams or more,\u00a0the most recent day\u2019s counting team score shall decide and if there is still a tie, last 9, last 6\u00a0etc. shall be used.<\/p><h5 style=\"text-align: justify;\"><br \/>18.3 TECHNICAL OFFICIALS<\/h5><p style=\"text-align: justify;\">18.3.1 Nomination<br \/>International referees are nominated and selected by the NSF in agreement with FISU. Travel\u00a0expenses, full board, accommodation and the per diem according to the FISU-IGF partnership\u00a0agreement are to be borne by the Organising Committee.<br \/>The OC and the NSF will appoint NTOs to complement the team of technical officials required\u00a0for Golf. The number of NTOs shall be agreed between the OC and the FISU TD.<\/p><p style=\"text-align: justify;\">18.3.2 Number of technical officials needed and qualification<br \/>- One (1) international chief referee<br \/>- Two (2) domestic referees with an international referee qualification<\/p><p style=\"text-align: justify;\">18.3.3 Duration of Stay<br \/>Unless otherwise stated by FISU, all international technical officials are to arrive one (1) day\u00a0prior to their first official meeting as agreed between FISU and the OC and depart one (1) day\u00a0after the end of competition.<\/p><p style=\"text-align: justify;\">18.3.4 Per Diem<br \/>ITOs are entitled to receive a per diem in the amount established in the FISU-IGF partnership\u00a0agreement for the entire days of duty.<\/p><p style=\"text-align: justify;\">18.3.5 Accommodation<br \/>Unless otherwise stated by FISU, ITOs are to be accommodated in single rooms<\/p><\/div>\n<\/div><\/div><\/div><div id=\"panel-257-0-0-1\" class=\"so-panel widget widget_sow-editor panel-last-child\" data-index=\"1\" ><div class=\"panel-widget-style panel-widget-style-for-257-0-0-1\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t><h3 class=\"widget-title\">FISU general regulations<\/h3>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p style=\"text-align: justify;\">\u00a0<\/p>\n<p style=\"text-align: justify;\"><em><a href=\"\/\/wuc-golf2016.com\/wp-content\/uploads\/2015\/11\/20151014-WUC-General-Regulations.pdf\" target=\"_blank\">FISU WUC General Regulations in PDF<\/a><\/em><\/p>\n<h5 style=\"text-align: justify;\">SECTION E :\u00a0REGULATIONS FOR WORLD UNIVERSITY\u00a0CHAMPIONSHIPS<\/h5>\n<p style=\"text-align: justify;\">I. GENERAL REGULATIONS<\/p>\n<p style=\"text-align: justify;\">In the following regulations, specific Executive Committee duties\u00a0are undertaken by the World University Championship CTI and\/or\u00a0Department.<\/p>\n<p style=\"text-align: justify;\">1. GENERAL TERMS<\/p>\n<p style=\"text-align: justify;\">1.1 The World University Championships are organised under the auspices of\u00a0the International University Sports Federation (FISU) by the National\u00a0University Sports Federations (NUSF).<br \/>1.2 The Championships of FISU are organised every two (2) years in sports\u00a0not included into the compulsory programme of the Universiades.<br \/>1.3 The Championships shall be organised in the FISU spirit by which no\u00a0discrimination is allowed on ground of race, religion or political affiliations.<br \/>1.4 The Championships must be staged in a dignified manner and without\u00a0excessive commercialisation: it must be staged as a separate entity and, if\u00a0possible, no other international sporting event or festival should take place\u00a0in or near the host town or city during the period of the event and,\u00a0preferably, nor immediately prior to the beginning of the event.<br \/>1.5 Only the following may take part in the Championships:<br \/>a) An association with membership of FISU;<br \/>b) In the case of non-affiliation to FISU:<br \/>1. A country whose Olympic Committee is allowed to take part in\u00a0the Olympic Games;<br \/>2. A country not having an Olympic Committee recognised by the\u00a0IOC may take part in those sports for which there is a NSF of that<br \/>country which is affiliated to the appropriate ISF. The Executive\u00a0Committee will take a decision for each sport in which the country\u00a0wishes to participate.<br \/>1.6 Only the competitors who satisfy the following conditions may take part in<br \/>a FISU World University Championships:<br \/>a) Be a national of the country they represent;<br \/>b) Be at least 17 and less than 28 years of age on January 1st in the year\u00a0of the event; for 2016, athletes must be born between the 01\/01\/1988\u00a0and the 31\/12\/1998.<br \/>c) Meet the conditions laid down under Art. 5.2;<br \/>Note that a special age bracket applies to 3x3 Basketball and Boxing, for those\u00a0sports please refer to the respective Technical Regulations.<br \/>1.7 FISU is empowered to:<br \/>\u2013 Negotiate candidatures<br \/>\u2013 Sign contracts<br \/>\u2013 Collect receipts<br \/>\u2013 Manage any litigation and disputes that may arise<br \/>1.8 The present regulations for FISU sports events constitute the law<br \/>governing legal relations between all parties.<br \/>By \"parties\" is meant all persons by public, private, physical or moral right,<br \/>participating in the organisation of the Championships.<br \/>The organisers are obliged to provide the text of the present regulations to<br \/>all persons who are apt to participate, from a sports or commercial<br \/>standpoint, in the organisation of the competitions.<br \/>Consequently, the organisers are responsible for applying these<br \/>regulations, without restriction, for all particular agreements.<br \/>1.9 In case of a challenge to the interpretation of these sporting regulations,<br \/>the French text will be regarded as authoritative.<br \/>1.10 Intellectual properties<br \/>1.10.1 The intellectual properties of FISU includes all copyright, patents,<br \/>registered and unregistered trademarks, registered designs, trade secrets<br \/>and know-how and all other intellectual properties as defined in Article 2 of<br \/>the \u201cConvention Establishing the World Intellectual Property Organisation<br \/>of July 1967\u201d.<br \/>1.10.2 Namely, the following and their derivatives are the exclusive property of<br \/>FISU:<br \/>\uf0b7 The FISU Emblem<br \/>\uf0b7 The FISU Brand \u2013 Five Stars<br \/>\uf0b7 The FISU Anthem<br \/>\uf0b7 The designations of the FISU events<br \/>\uf0b7 The Emblems of FISU events<br \/>\uf0b7 Marketing and radio, television and other broadcasting rights<\/p>\n<p style=\"text-align: justify;\">1.10.3 Only FISU may authorise the use of its properties or delegate their usage\u00a0to an Organising Committee or a third party. In each case, the use of its<br \/>properties must be done in accordance with the spirit and regulations of\u00a0FISU. Any grant, license or commercial use must contain the present\u00a0regulation and be respected by the parties concerned.<br \/>1.11 Designations<br \/>1.11.1 Designations for FISU sporting events are \"copyrighted\" and are protected\u00a0names. This means that they cannot be modified in any way and their use\u00a0for advertising or commercial purposes must be authorised by FISU (see\u00a0Application Rules).<br \/>1.11.2 Designations for the Championships must comply with the provisions in the\u00a0\u00abGuidelines of the FISU Protocol, section 4\" and must be approved by\u00a0FISU.<br \/>They must be used in the same manner for all aspects of the event,\u00a0whether printed or in another form. The designation may appear in the\u00a0language of the host country, but it must also appear in English or French.<br \/>1.11.3 The designations of the Championships associated with the FISU Emblem\u00a0must appear on all official publications and promotional materials, in all the\u00a0facilities and surroundings (starting numbers, scoring boards, billboards in\u00a0all the stadiums and sports venues, flags and billboards surrounding the\u00a0sports facilities).<br \/>1.12 Emblem and Brand<br \/>1.12.1 The FISU Emblem and FISU Brand are \"copyrighted\". This means that it\u00a0cannot in any way be modified and its use for advertising or commercial\u00a0purposes must be authorised by FISU.<br \/>1.12.2 The FISU Emblem, FISU Brand and official designation FISU World\u00a0University Championship must appear on all official publications and\u00a0promotional materials and in all facilities and surroundings (starting\u00a0numbers, scoring boards, billboards in all the stadiums and sports venues,\u00a0flags and billboards surrounding the sports facilities and podiums).<br \/>1.12.3 The use of the FISU Emblem and FISU Brand must comply with the\u00a0provisions stated in the \u00abGuidelines of the FISU Protocol, section 4\".<br \/>1.12.4 The Emblem for the event must comply with the provisions in the\u00a0\u00abGuidelines of the FISU Protocol, section 4\" and must be approved by\u00a0FISU. The use of the Emblem for the Championship is authorised for<br \/>commercial purposes. However, the Emblem may not be associated with\u00a0the name of certain commercial companies more in particular in the area of\u00a0alcohol and tobacco. In all circumstances, the association with another<br \/>name or logo may not alter the official Emblem; the other logo may not\u00a0exceed one-fourth of the size of the official Emblem.<\/p>\n<p style=\"text-align: justify;\">1.13 FISU anthem<br \/>The FISU anthem is the \"Gaudeamus Igitur\". It will be played during the\u00a0opening and closing ceremonies according to article 6 of these regulations.\u00a0It will also be played during the medal awarding ceremonies.<br \/>1.14 Advertising<br \/>1.14.1 All advertising during the World University Championship, during the\u00a0official ceremonies - opening, closing, medal awarding - at the competition\u00a0and accommodation sites must be submitted for the prior approval of\u00a0FISU.<br \/>1.14.2 Advertising on equipment and sports clothing must be in accordance with\u00a0the regulations of the appropriate ISF.\u00a0For all advertising, the Organising Committee must comply with the\u00a0provisions stated in the \"Look of Venue Guidelines\".<br \/>1.14.3 The Organising Committee will reserve \"advertising spaces\" for the FISU\u00a0Emblem and the designation of the Championships in all facilities and\u00a0surroundings, scoring boards, banners, equipment, and starting numbers\u00a0(bibs), etc. (cf. FISU Look of Venue Guidelines)<br \/>1.14.4 FISU has the right to reserve advertising spaces on competition areas\u00a0following the specifications included in the attribution contract and the\u00a0application rules concerning advertising.<br \/>1.14.5 The Organising Committee must follow the \u201cLook of Venue guidelines\u201d for\u00a0all advertising. The FISU World University Championship Visual Identity\u00a0Guidelines must be followed for the visibility of the referred FISU Emblem\u00a0and FISU Brand.<br \/>1.15 Commitments of the organising country<br \/>1.15.1 The mandate of holding a FISU Championship shall be entrusted to an\u00a0effective member association of FISU (with all membership fees in order).<br \/>1.15.2 The organising country and venue of a Championship of FISU shall be\u00a0determined by the General Assembly of FISU who may delegate this\u00a0authority to the Executive Committee of FISU.<br \/>1.15.3 On behalf of the host country, the NUSF and the Organising Committee\u00a0must undertake to:<br \/>a) Respect the statutes of FISU and adhere to the regulations of the\u00a0Championship and to the \u201cMinimum Requirements\u201d;<br \/>b) Sign the official contract attributing the Championship;<br \/>c) Obtain formal guarantees from its government that it will provide the\u00a0necessary cooperation for the success of the Championship;<br \/>d) Obtain formal guarantees from its government that all competitors and\u00a0officials from all countries entitled to participate will encounter no\u00a0difficulties in attending the Championship or in leaving afterwards;<br \/>e) Give formal guarantees that no political meetings or demonstrations\u00a0will be held in the stadium or other sports grounds used for the\u00a0Championship nor in the accommodation sites of the competitors and\u00a0that it does not intend to use the Championship for any purpose other\u00a0than in the interests of University Sport;<br \/>f) Obtain guarantees from the National Sport Federation, whose sport is\u00a0included in the Championship programme, that it will guarantee all its\u00a0technical support to the supervision and the realisation of the sports\u00a0competitions;<br \/>g) Guarantee the exclusive rights of FISU for the broadcasting of the\u00a0Championship by television, movie or other audio-visual means;<br \/>h) Pay FISU the organising rights and service fee and proportion of\u00a0television and marketing fees determined by the General Assembly or\u00a0the Executive Committee of FISU (Art. 9);<br \/>i) Protect the Emblem of FISU (official U and associated terms) as well\u00a0as the official Emblem of the Championship (Art.1.12) to the profit of\u00a0FISU (Art. 4.9.5);<br \/>j) Obtain formal guarantees from its government that it will provide the\u00a0necessary cooperation for the security of all the participants during the\u00a0Championship;<br \/>k) Commit itself to apply the International Sports Federation rules and\u00a0national and local laws concerning safety in all sports venues;<br \/>l) Respect the FISU rules concerning the marketing;<br \/>m) Follow the technical regulations \u2013 of the concerned sports \u2013 with\u00a0regards to providing of technical officials according to the ISF rules<br \/>2. PROGRAMME<br \/>2.1 A FISU World University Championship shall not be held in the year during\u00a0a Universiade year.<br \/>2.2 A World University Championship in the same sport may not be held more\u00a0often than every two (2) years.<br \/>2.3 A World University Championship cannot take place if, at the closing date\u00a0for quantitative entries a number of entries is less than:<br \/>a) Individual sports: twelve (12) competitors from at least six (6) countries;<br \/>b) Team sports: six (6) countries;<br \/>For World University Championships there must be entries from at least\u00a0two (2) continents.<br \/>2.4 The FISU WUC Department shall determine the maximum number of\u00a0countries that may take part Championship for team sports. Should the\u00a0number of entries exceed this maximum the Executive Committee of FISU<br \/>will decide on the selection process.<br \/>2.5 An Organizing Committee can request the cancellation of a Championship\u00a0to the FISU Executive Committee if, three (3) months before the event the\u00a0number of participants is less than set out in Art.2.4 for that sport.<br \/>The Organising Committee shall be responsible for advising all competing\u00a0countries two (2) months beforehand of any cancellation of a\u00a0Championship because of lack of entries. No cancellation of a\u00a0Championship is permitted after this time.<br \/>2.6 Dates<br \/>The Organising Committee shall propose to the FISU WUC Department\u00a0the dates of the Championship at least eighteen (18) months before.<br \/>The dates have to take into consideration other major international events.<br \/>The official dates will be determined from the day of the opening ceremony\u00a0until the day of the closing ceremony.<br \/>3. RESPONSIBILITIES OF FISU<br \/>3.1 Generalities<br \/>3.1.1 FISU shall have complete control over the Championship but shall entrust\u00a0the member of FISU of the organising country with the organisation of the\u00a0event.<br \/>3.1.2 The Executive Committee of FISU shall delegate for each Championship\u00a0one of its members to be the liaison officer with the Organising Committee.<br \/>This member shall be delegated to cooperate with the NUSF and the\u00a0Organising Committee on all matters to insure that the general regulations,\u00a0pattern of organisation and the spirit and tradition of the FISU are followed.<br \/>This delegate shall be Chair of the CISCA for the Championship<br \/>(Art.3.2.1a).<br \/>3.1.3 The Executive Committee of FISU shall delegate for each Championship a<br \/>representative of the CIC who shall be responsible for the control of the<br \/>competitors. This delegate shall be a member of the CISCA for the<br \/>Championship (Art.3.2.1b).<br \/>3.1.4 The Executive Committee of FISU shall delegate for each Championship<br \/>one (1) or two (2) technical delegate(s) who shall be responsible for the<br \/>observance of the technical regulations. The delegate(s) shall be<br \/>Secr\u00e9tariat FISU 7<br \/>member(s) of the CISCA for the Championship (Art. 3.2.1 c). S\/he will also<br \/>act as Chairperson of the Technical Committee (CT).<br \/>3.1.5 The Executive Committee of FISU shall delegate for each Championship a<br \/>representative of the medical committee who shall be responsible for<br \/>doping control, and hygiene matters. This delegate shall be a member of<br \/>the CT for the Championship (Art.3.2.1d) and of the CISCA.<br \/>3.1.6 The FISU Executive Committee shall invite, the appropriate ISF to<br \/>nominate its representative(s). This delegate shall be a member of the CT<br \/>for the Championship (Art. 3.3.1b) and of CISCA.<br \/>3.1.7 FISU shall be responsible for the approval of the regulations for each<br \/>event. The Organising Committee shall insure that all countries entitled to<br \/>take part shall receive the regulations one year before the start.<br \/>3.1.8 The contractual responsibility of FISU is limited to the execution of the<br \/>obligations described above.<br \/>3.1.9 Aside from its contractual responsibility, FISU's responsibility is limited to<br \/>serious faults committed by its council members or mandators. FISU shall<br \/>not be responsible for any claim for loss, injury or damage arising from<br \/>holding of the Championship.<br \/>3.2 International Supervision, Control and Arbitration Committee (CISCA)<br \/>3.2.1 For each World University Championship organised under the auspices of<br \/>FISU, the Executive Committee of FISU shall set up a CISCA which shall<br \/>consist of:<br \/>a) A member of the Executive Committee of FISU (or representative)<br \/>who shall be the Chairperson of CISCA;<br \/>b) A member of the CIC of FISU,<br \/>c) The FISU Technical Delegate(s) of the sport concerned;<br \/>d) A member of the Medical Committee of FISU;<br \/>e) A representative of the Organising Committee.<br \/>f) A representative of the ISF<br \/>3.2.2 Decisions will be taken by a simple majority of those present and voting.<br \/>No absent members may delegate their mandates. In the case of equality<br \/>of votes, the Chair shall have a casting vote.<br \/>3.2.3 The CISCA members, the delegates of FISU (Art.3.2.1 a, b, c and d) may<br \/>not hold any other appointment or office during the Championship except<br \/>as directed by the Executive Committee of FISU.<br \/>3.2.4 The CISCA shall meet as often as necessary during the Championship.<br \/>The members of the CISCA shall submit to the FISU WUC Department a<br \/>Secr\u00e9tariat FISU 8<br \/>written report on the running of the Championship and on application of the<br \/>regulations, within twenty-one (21) days after the Championship.<br \/>3.2.5 The CISCA shall be responsible for:<br \/>a) Supervising and insuring the smooth running of the event;<br \/>b) Interpreting the regulations of FISU;<br \/>c) Settling any dispute which does not concern any other committee or<br \/>jury;<br \/>d) Examining and dealing with any complaints or protests of a nontechnical<br \/>nature;<br \/>e) Taking emergency sanctions against teams or individuals who violate<br \/>the regulations of the Championship;<br \/>f) Deciding any other matters not covered in these regulations;<br \/>g) Supervising the organisation of the protocol ceremonies;<br \/>Each member of CISCA appointed by FISU will send a report on his\/her<br \/>mission within 20 days after the end of the World University Championship<br \/>to the FISU WUC Department.<br \/>3.2.6 The Chair of the CISCA, at least one day prior to the start of the<br \/>Championship shall convene a general meeting to which he shall invite:<br \/>a) The members of the CISCA;<br \/>b) The members enumerated in Art.3.3.1 a, b and c;<br \/>c) A representative of each country competing in the Championship;<br \/>This first (1st) General Meeting shall elect an adequately representative<br \/>and qualified Jury of Appeal in accordance with the regulations of the ISF<br \/>may those regulations require it or as the meeting shall determine. The<br \/>members of the Jury of Appeal must be of different nationalities.<br \/>3.2.7 This first General Meeting (Art.3.2.6) shall:<br \/>a) Nominate three (3) experts according to the rules under Art.3.3.1d;<br \/>b) Approve the detailed programme of the Championship;<br \/>c) Appoint a Jury of Appeal according to the rules of the ISF of the sport<br \/>concerned may those regulations require it or as determined during the<br \/>general meeting. The members of this Jury must always be of different<br \/>nationalities;<br \/>3.2.8 Protests allowed in Art.3.2.5d must be submitted to the CISCA, by the<br \/>Head of Delegation or his\/her deputy in writing or by fax. It is the<br \/>responsibility of the Organising Committee to pass all protests immediately<br \/>to the Chairperson of the CISCA.<br \/>Secr\u00e9tariat FISU 9<br \/>Each protest must be accompanied by a deposit of fifty Euros (50 EUR)<br \/>which will be returned only if the protest is considered to be justified.<br \/>3.2.9 The CISCA shall also supervise the following terms of participation:<br \/>a) The authenticity of the national entries (Art.5.2.2);<br \/>b) The academic status of the competitors (Art.5.2.1 and Art. 5.2.2);<br \/>c) The nationality and age of the competitors (Art.5.2.3);<br \/>The dossiers of the competitors (Art. 5.5) will be examined at a time<br \/>prescribed by the CISCA and, if these are satisfactory, official competitors\u2019<br \/>accreditation cards will be issued.<br \/>No member may attend when the eligibility of a competitor from his\/her<br \/>own country is being examined.<br \/>3.2.10 The CISCA shall provide the Technical Committee and the Organising<br \/>Committee with the names of accredited competitors and the number of<br \/>their accreditation cards. The CISCA shall submit to the Executive<br \/>Committee of FISU the names of those persons to whom accreditation has<br \/>been refused.<br \/>3.2.11 If a person whose competitor\u2019s accreditation card has been refused,<br \/>competes or attempts to compete by means of fraud, s\/he will be excluded<br \/>from the Championship and the Executive Committee of FISU will consider<br \/>if this exclusion should apply also to all future sporting events of FISU.<br \/>Should this fraud be attempted in a team event, the team will also be<br \/>excluded from the Championship and any earlier results in the current<br \/>tournament will be cancelled.<br \/>A report will be forwarded to the appropriate NSF and a reprimand will be<br \/>submitted to the NUSF of the individual or team's country.<br \/>3.2.12 If the officials of a delegation deliberately misinforms the CISCA about the<br \/>eligibility of a competitor(s), the team of the sport concerned will be<br \/>excluded from further participation in the current Championship: such fraud<br \/>could be grounds for the termination of that country's membership to FISU.<br \/>3.2.13 When the Head of Delegation wishes to challenge the eligibility of a<br \/>participant of another country (Art. 3.2.9 and Art. 5.5), then s\/he must<br \/>make a written protest to the CISCA. The CISCA shall be authorised to<br \/>investigate the eligibility of the participant concerned. Only the Head of a<br \/>Delegation or his\/her deputy shall be authorised to make such a protest.<br \/>3.2.14 The Executive Committee of FISU may investigate at any time, even after<br \/>the end of the Championship, the academic status and eligibility of any<br \/>competitor.<br \/>3.2.15 All decisions taken by the CISCA at the time of the Championship are final.<br \/>Secr\u00e9tariat FISU 10<br \/>3.2.16 Before the end of the Championship, the members of the CISCA (Art.<br \/>3.2.1) shall meet to draw up a report of the mission entrusted to them and<br \/>to formulate recommendations for future events.<br \/>3.2.17 The CISCA will transmit the original accreditation forms to the FISU<br \/>General Secretariat.<br \/>3.3 Technical Committee (CT)<br \/>3.3.1 There shall be, for each World University Championship, a CT which shall<br \/>consist of:<br \/>a) The Technical Delegate(s) of FISU acting as CT Chair(s). In the<br \/>case of equality vote, the Chair(s) shall have a casting vote;<br \/>b) The representative(s) of the ISF, in his\/her absence the<br \/>representative of the NSF of the organising country;<br \/>c) The technical representative of the Organising Committee;<br \/>d) Three (3) experts nominated by the participants to the meeting<br \/>under Art. 3.2.6 proposed by the members designated in a, b and c;<br \/>e) The Medical Committee member,<br \/>No country, except the organising country, may have more than one (1)<br \/>member on the CT. The organising country may not have more than two<br \/>(2) representatives.<br \/>3.3.2 The CT appoints the Technical Officials for all the competitions from the<br \/>proposals made by the Organising Technical Committee of the Organising<br \/>Committee of the sport concerned.<br \/>3.3.3 Before the end of the Championship, the members enumerated in Art.<br \/>3.3.1 shall meet to make recommendations for the future organisation of<br \/>the Championship.<br \/>3.3.4 The members of the CISCA shall have the right to attend all meetings of<br \/>the CT.<br \/>3.3.5 Prior to the start of the sports events, the Chair(s) of the CT is obliged:<br \/>a) To maintain close cooperation with the Chair of the CISCA and with<br \/>the representative of the Organising Committee in the CT;<br \/>b) To ensure that the technical regulations of the appropriate ISF are<br \/>observed;<br \/>c) To inspect the sports facilities and the equipment to be used during the<br \/>competition;<br \/>d) To gather exact information relating to:<br \/>\uf0b7 the number and performance level of the participating competitors<br \/>or teams;<br \/>Secr\u00e9tariat FISU 11<br \/>\uf0b7 the number and qualification of the judges and referees from the<br \/>participating delegations;<br \/>e) In agreement with the members of CT s\/he shall prepare the CT<br \/>meeting with the representatives of the participating countries<br \/>(Art.3.2.6) as well as the proposals for:<br \/>\uf0b7 The system of the draw;<br \/>\uf0b7 The appointment of a Jury of Appeal;<br \/>\uf0b7 The candidates for nomination of the three (3) experts from<br \/>participating countries to become members of the CT<br \/>\uf0b7 The system of appointment of the Technical Officials for each<br \/>competition.<br \/>3.3.6 At the meeting foreseen under Article 3.3.5, the delegate of each country<br \/>entered in these sports must confirm the presence of the athletes of their<br \/>country and present to the Chairperson of the CT the list of the participants<br \/>on a form provided by the Organising Committee. On this form, must<br \/>appear the accreditation card number attributed by the CISCA, the first<br \/>name, name and competitor's number.<br \/>3.4 Medical Committee (CM)<br \/>3.4.1 The Executive Committee shall nominate a member of FISU Medical<br \/>Committee if the regulations of the appropriate ISF require doping control.<br \/>S\/he shall be Chair of the CM composed of physicians designated by the<br \/>Organising Committee.<br \/>3.4.2 The CM shall be responsible for the supervision of the following tasks:<br \/>a) Organisation of the medical care of participants<br \/>b) Doping control<br \/>c) All matters related to hygiene and catering<br \/>3.4.3 Medical care and doping control shall be provided according to the<br \/>procedure stated in Art.14 to 15.3. The valid rules of the appropriate ISF<br \/>(Art. 11.6) will be taken into consideration.<br \/>3.4.4 FISU will provide the Organising Committee with the WADA-approved<br \/>doping control forms.<br \/>4. RIGHTS AND RESPONSIBILITIES OF THE ORGANISING<br \/>COMMITTEE<br \/>4.1 Generalities<br \/>4.1.1 The NUSF of the organising country may delegate their duties to an<br \/>Organising Committee which must work in conjunction with this member.<br \/>The President of the NUSF or his\/her representative will be a member of<br \/>the Organising Committee.<br \/>Secr\u00e9tariat FISU 12<br \/>The member association shall nevertheless be directly responsible to FISU<br \/>and will report to the Executive Committee of FISU.<br \/>4.1.2 The Organising Committee entrusted with the arrangements for the<br \/>Championship is responsible for and must make all the necessary<br \/>arrangements for the Championship in the spirit and according to the FISU<br \/>regulations and its rules of application.<br \/>All these arrangements must always be ratified by FISU.<br \/>4.1.3 The Organising Committee must insure that all countries are kept fully<br \/>informed of all the necessary technical and other arrangements and that<br \/>the entry forms are supplied in good time to be completed and returned by<br \/>the closing dates.<br \/>4.1.4 The Organising Committee shall contract, at its cost, an appropriate<br \/>general liability insurance covering the risks of any liability or damages<br \/>arising out of the organisation of the Championship and any act of the<br \/>Organising Committee, or its mandatories and employees, from its<br \/>constitution to its dissolution (Article 4.2). This insurance will cover without<br \/>limitation, except in the case of local legal constraint, all claims for loss,<br \/>injury or damage to goods and individuals, attributable to the<br \/>Championship. The details of the policy to be contracted by the Organising<br \/>Committee are defined in the attribution contract (Art. 8.6).<br \/>The Organising Committee is required to submit to FISU the appropriate<br \/>certificate of insurance.<br \/>4.1.5 The Organising Committee must insure against all claims arising out of any<br \/>liability at law as a result of negligence towards participants in the<br \/>Championship and spectators. FISU should be included in the policy as an<br \/>Additional Insured (see Attribution contract).<br \/>The Organising Committee is required to submit to FISU the appropriate<br \/>certificate of insurance.<br \/>4.1.6 The Organising Committee must take the necessary commitments with the<br \/>appropriate authorities to guarantee the safety of all the participants in all<br \/>activities associated with the holding of the Championship.<br \/>4.1.7 The Organising Committee will be liable to sanctions should it fail to fulfil<br \/>its contractual obligations towards FISU and\/or participating delegations.<br \/>4.2 Liaison with FISU<br \/>4.2.1 The Organising Committee shall have the right to:<br \/>a) Nominate one (1) representative to attend the CISCA meetings (Art.<br \/>3.2)<br \/>b) Nominate one (1) representative to attend the CT meetings;<br \/>Secr\u00e9tariat FISU 13<br \/>4.2.2 The persons nominated by FISU should be present on the Championship<br \/>location according to the mission dates provided by the WUC Department<br \/>in order to be able to fulfil his\/her mission of supervision.<br \/>4.2.3 The Organising Committee must maintain close liaison with the delegate(s)<br \/>of the FISU Executive Committee, and submit to them the required reports<br \/>on all the operational matters.<br \/>4.3 Obligations towards participants: competitors &amp; officials<br \/>At least for a period which will last from two (2) days prior to the Opening<br \/>Ceremony to one (1) day after the Closing Ceremony, the Organising<br \/>Committee shall provide and is responsible for, at a cost determined by the<br \/>Executive Committee of FISU, the following obligations for the competitors<br \/>and officials accredited (per person and per day) :<br \/>a) Suitable accommodation and subsistence, approved by the WUC<br \/>Department, for competitors and accredited officials;<br \/>b) The necessary transportation between the nearest official point of<br \/>entry (to be approved by FISU) to the accommodation sites and<br \/>between the accommodation sites and the sporting facilities;<br \/>c) The sites and facilities, material and equipment, officially approved by<br \/>the appropriate ISF, necessary for the smooth running of the event.<br \/>The Organising Committee shall inform all competing countries of the<br \/>type and brand of the selected equipment at least six (6) months<br \/>before the opening of the Championships;<br \/>d) At least one attach\u00e9\/ interpreter for each delegation who will be at the<br \/>disposal of that delegation throughout the Championship;<br \/>e) An adequate and efficient information system to keep the participants<br \/>duly informed on the programme and the results of the Championship;<br \/>f) Free adequate medical assistance for FISU family, participants and all<br \/>accredited persons (see Article 4.10);<br \/>g) Doping control in accordance with the procedure laid down in Article<br \/>14 as per the FISU Handbook of the concerned sport;<br \/>h) An adequate telecommunication system connected to international<br \/>telephone and fax lines; the cost of the calls will be covered by the<br \/>participating countries.<br \/>4.4 Obligations towards participants: FISU and ISF delegates<br \/>FISU shall be responsible for the cost of travel from their home to the<br \/>Championship host city while the Organising Committee shall be<br \/>responsible for the costs of stay, and the medical assistance, the<br \/>transportation, the information assistance at the time of the Championship<br \/>for:<br \/>a) The delegate of the CIC of FISU (Art.3.1.3);<br \/>b) The Technical Delegate(s)<br \/>Secr\u00e9tariat FISU 14<br \/>c) The delegate of the CM (Art.3.1.5);<br \/>d) The representative of the ISF, (Art.3.1.6);<br \/>e) The member of the FISU Secretariat;<br \/>FISU will nominate an inspection visit delegation at the latest six (6)<br \/>months prior to the start of the Championship in order to inspect and report<br \/>on the organisation progress. The costs of travel of the FISU Technical<br \/>Delegate and of the FISU staff will be borne by FISU.<br \/>The costs of CISCA supported by FISU (Art.4.4) will be borne by the ISF<br \/>concerned in the case of the most recent sports included in the FISU WUC<br \/>Programme.<br \/>4.5 Material and actions to be approved by FISU<br \/>4.5.1 Six (6) months after the attribution of the Championships the Organising<br \/>Committee shall submit for the approval of the Executive Committee of<br \/>FISU:<br \/>1. The project of general organisation on especially:<br \/>- Composition of the Organising Committee;<br \/>- Involvement of academic authorities;<br \/>- Involvement of students;<br \/>- The organisation of volunteers;<br \/>- Accommodation;<br \/>- Welcome and accreditation;<br \/>- Transportation;<br \/>- Security;<br \/>- The insurance certificate;<br \/>- Information and media;<br \/>- Medical assistance and doping control;<br \/>- Protocol;<br \/>- Advertising and marketing;<br \/>2. The project of technical organisation on especially:<br \/>- The proposed timetable of events;<br \/>- The proposed day-by-day timetable of events;<br \/>- The involvement of the NSF<br \/>- The sports and technical facilities, and the material and<br \/>equipment certified by the appropriate ISF;<br \/>3. The layout and\/or text of:<br \/>- The invitation;<br \/>- The posters and other publicity matter issued for the<br \/>Championship;<br \/>Secr\u00e9tariat FISU 15<br \/>- The design for the medals;<br \/>4. All contracts stipulated in Articles 8 and 9<br \/>All other documents printed in the name of FISU;<br \/>4.5.2 The Organising Committee will also present its budget to the Executive<br \/>Committee.<br \/>4.5.3 Within two (2) months after the conclusion of the Championship, the<br \/>Organising Committee will submit a complete final report on its<br \/>organisation, including financial balance sheets, marketing and television,<br \/>as well as statistics (participants, spectators, volunteers, staff, media,<br \/>climate, etc.)<br \/>4.6 Publications<br \/>The Organising Committee shall publish and deliver to the invited<br \/>countries, the members of the Executive Committee, the Committees of<br \/>FISU and the FISU General Secretariat, in at least the working languages<br \/>of the FISU:<br \/>a) Within six (6) months after the official attribution of the Championship,<br \/>a website<br \/>b) At least one (1) year before the opening ceremony, the official<br \/>invitation;<br \/>c) At least one (1) year before the opening of the Championship, the<br \/>general and technical regulations of the Championship approved by<br \/>FISU (Art.3.1.8);<br \/>d) At least two (2) months before the opening of the Championship, the<br \/>programme of events and provisional timetable;<br \/>e) At least one (1) month before the Championship, the Organising<br \/>Committee will publish a handbook approved by the CTI. This<br \/>handbook will include the technical regulations, the programme of<br \/>competitions and training sessions, the technical specifications, etc;<br \/>f) Before the Championship, the necessary information bulletin to keep<br \/>the competing countries and members of the Executive Committee of<br \/>FISU, the FISU delegates, the ISF and NSF delegates as well as the<br \/>press fully informed of the arrangements being made for the<br \/>Championship;<br \/>g) During the Championship, all the necessary information, at least daily,<br \/>to enable the competitors and officials to participate without difficulty;<br \/>h) During the Championship, every morning by 6.00 am, a daily bulletin<br \/>with the results of the day before and the schedule of the day;<br \/>i) The last day of the event or the day of the departure, the complete set<br \/>of results;<br \/>j) Within two (2) months after the Championship, an official book,<br \/>illustrated with colour photos with the names of the first eight (8)<br \/>Secr\u00e9tariat FISU 16<br \/>competitors or teams in each event, also describing the running and<br \/>organisation of the event;<br \/>k) Within two (2) month after the Championship, an official film of the<br \/>Championship (Art. 10).<br \/>4.7 Material, facilities, equipment and services to supply during the<br \/>Championship<br \/>The Organising Committee will provide at its own cost:<br \/>a) All the necessary accreditation cards according the FISU categories;<br \/>b) The necessary and efficient equipment for accreditation and results<br \/>processing;<br \/>c) All necessary medals (Art. 5.10.1) and flags (Art. 6.4); as well as the<br \/>participants\u2019 diplomas;<br \/>d) Seats in the Presidential box at all the venues for the delegates of the<br \/>Executive Committee;<br \/>e) Seats at all venues for the delegates of FISU, the representative of the<br \/>ISF, the Heads of Delegations and the competitors;<br \/>f) An office and appropriate equipment and staff with knowledge of the<br \/>working languages of FISU, for the work of the CISCA and the CT;<br \/>g) Places for accredited journalists, press-photographers, radio, cinema<br \/>and television personnel (Art.7);<br \/>h) Suitable facilities to help the work of the accredited representatives of<br \/>the press (journalists, photographers, radio, cinema and television) (Art<br \/>7.1);<br \/>i) Sufficient facilities to supply radio and television broadcasting,<br \/>including the signal free of charge;<br \/>j) Sufficient photographers to cover the events and supply FISU with the<br \/>required photos (cf. FISU Handbook for the concerned sport);<br \/>k) Sufficient cameramen to cover the events and supply FISU with the<br \/>required film;<br \/>l) Advertising spaces as described on Article 1.14.4.<br \/>4.8 Material to supply to FISU<br \/>The Organising Committee shall supply at its own costs to FISU a<br \/>sufficient number of copies or samples:<br \/>a) Before the Championship, bulletins, entry forms, photos, promotional<br \/>videos, posters, guide books, press releases, etc. for the promotion of<br \/>the Championship;<br \/>b) During the Championship, official publications, participation lists, press<br \/>cuttings, etc;<br \/>c) At the end of the Championship, photos in colour of the winners during<br \/>the competitions and at the medal awarding ceremonies, the opening<br \/>Secr\u00e9tariat FISU 17<br \/>and closing ceremonies and of the Championship in general in high<br \/>resolution;<br \/>d) At the end of the Championship, the entire set of results and<br \/>accreditation statistics in electronic format whose specifications will be<br \/>determined by the FISU General Secretariat;<br \/>e) At the end of the Championship, produce the following documents:<br \/>- The results signed by the Chairperson of the Technical Committee, in<br \/>three (3) authentic copies:<br \/>1. for the FISU archives<br \/>2. for the Organising Committee archives<br \/>3. for the appropriate International Sports Federation<br \/>- the accreditation statistics signed by the delegate of the CIC;<br \/>- the doping controls, signed by the delegate of the CM;<br \/>f) At the end of the Championship, stock shots of the video or television<br \/>coverage on video tapes, whose specifications will be determined by<br \/>the FISU WUC Department (Media Guidelines for FISU WUC-OC);<br \/>g) Within two (2) months after the Championship, an official report;<br \/>h) Within two (2) months after the Championship, an official film as well<br \/>as the master copy in a professional format;<br \/>i) As soon as available, any licensed products for the Championship;<br \/>4.9 Financial aspects<br \/>4.9.1 FISU shall receive from the NUSF or from the Organising Committee the<br \/>organising right and service fees fixed by the Executive Committee of FISU<br \/>following the conditions agreed in the attribution contract.<br \/>4.9.2 The Organising Committee has the right to receive all the income from the<br \/>sale of admission tickets, programmes, badges, souvenirs, etc. in the limits<br \/>of Art. 9.<br \/>4.9.3 The Organising Committee will receive all of the incomes from the radio,<br \/>television and other broadcasting rights, and other charges, as laid down in<br \/>Articles 8 and 9.<br \/>4.9.4 The Organising Committee must respect the intellectual properties of<br \/>FISU.<br \/>4.9.5 The Organising Committee commits itself to protect the rights of the<br \/>sponsors of FISU. The Organising Committee will be advised by FISU of<br \/>the agreements to be observed, as soon as its candidature is officially<br \/>accepted.<br \/>4.9.6 The Organising Committee has the right to collect, a participation fee per<br \/>night and per person determined by the Executive Committee, from the<br \/>participating countries.<br \/>Secr\u00e9tariat FISU 18<br \/>Three (3) months before the Championship, the Organising Committee has<br \/>the right to collect from the participating countries 25% of the total cost of<br \/>the stay per athlete entered in an individual sport and officials of the<br \/>delegation. This is in addition to the team sports deposit to be paid to FISU<br \/>by those delegations participating in team sports.<br \/>4.10 Medical Assistance<br \/>a) The Organising Committee shall provide to the FISU family,<br \/>participants and all accredited persons free and adequate medical care<br \/>including initial response and follow-up, immediate medical care as<br \/>indicated. This medical care includes appropriate emergency care at<br \/>all training and competition venue sites. Emergency medical care for<br \/>all transportation on all accredited person officially enters the host<br \/>country and during their stay until they officially leave the country or<br \/>event. This will not cover medical care if non-official business or<br \/>vacation is taken before or after the event.<br \/>b) and, where necessary, the Organising Committee shall contract at its<br \/>own cost an appropriate medical insurance for all accredited persons<br \/>covering illness and injury risks relating to and during the FISU Events<br \/>4.11 Doping control<br \/>a) The Organising Committee shall provide a plan and carry out doping<br \/>control for the FISU Events according to FISU Regulations (Section I,<br \/>Article 14) and ISF Regulations at its own cost. The number of doping<br \/>control samples in this project shall be agreed upon by the FISU<br \/>Medical Committee (CM) and Organising Committee. In all situations,<br \/>FISU will have final authority<br \/>b) The Organising Committee shall sign a contract at its own cost with a<br \/>WADA-accredited laboratory for the number of doping control samples<br \/>in the anti-doping plan. This contract will stipulate that the laboratory<br \/>must send the results of the analysis to the FISU Medical Committee<br \/>(CM)<br \/>c) The Organising Committee shall provide WADA approved anti-doping<br \/>kits to perform the doping controls according to FISU Regulations<br \/>(Article 14.6.12)<br \/>d) The Organising Committee shall contract at its own cost an<br \/>appropriate and secure way of transport for the doping control samples<br \/>to the laboratory, according to the FISU Regulations of the chain of<br \/>custody of the doping control samples (Article 14.7)<br \/>e) The Organising Committee shall provide a trained doping control staff<br \/>(Doping Control Officers, Chaperones, Escorts and Couriers) to satisfy<br \/>FISU Regulations (Article 14.6)<br \/>All modalities can be found in the FISU Handbook for the respective sport.<br \/>Secr\u00e9tariat FISU 19<br \/>5. RIGHTS AND RESPONSIBILITIES OF COMPETING<br \/>COUNTRIES<br \/>5.1 Invitations<br \/>5.1.1 Invitations to take part in a Championship must be dispatched by the<br \/>organising country at least one year before the start. The list of countries<br \/>to be invited shall be supplied by the Executive Committee of FISU.<br \/>5.1.2 Invitations to the countries (Art. 1.5) must be addressed to:<br \/>a) The NUSF;<br \/>b) If no such NUSF exists, to a University Sports Organisation of a<br \/>country affiliated to the appropriate ISF;<br \/>c) The national sport federation (NSF) concerned by the<br \/>Championship<br \/>5.2 Participation<br \/>5.2.1 Only the following may participate as competitors in a FISU World<br \/>University Championship:<br \/>a) Students who are currently officially registered as proceeding towards<br \/>a degree or diploma at a university or similar institute whose status is<br \/>recognised by the appropriate national academic authority of their<br \/>country;<br \/>b) Former students of the institutions mentioned in a) who have obtained<br \/>their academic degree or diploma in the year preceding the event;<br \/>5.2.2 Notwithstanding Art.5.2.1, in countries with fewer than 2,000,000<br \/>inhabitants or fewer than 5,000 university students, students attending<br \/>technical or secondary schools may participate in FISU Championships<br \/>provided they have been attending their establishments for at least two (2)<br \/>years.<br \/>Countries wishing to take advantage of the concession in the first<br \/>paragraph of Art.5.2.2 must submit an application to the FISU Executive<br \/>Committee at least six (6) months before the scheduled start of the event.<br \/>Such an application must be supported by documents endorsed by the<br \/>appropriate state or national or academic school authorities.<br \/>5.2.3 All competitors must satisfy the following conditions:<br \/>a) Be a national of the country they represent;<br \/>b) Be at least 17 and less than 28 years of age on January 1st in the<br \/>year of the event. For 2016, athletes must be borne between<br \/>01\/01\/1988 and 31\/12\/1998. For 2016, athletes must be borne<br \/>between 01\/01\/1988 and 31\/12\/1998. A special age bracket applies<br \/>Secr\u00e9tariat FISU 20<br \/>for 3x3 Basketball and Boxing, please refer to the respective<br \/>Technical Regulations.<br \/>5.2.4 Number of participants and officials<br \/>The maximum number of participants and officials in a delegation<br \/>participating in the Championship is as stipulated in the technical<br \/>regulations for the sport in question.<br \/>The judges and referees shall not be included in the number of officials.<br \/>If the delegation brings more officials than allowed, the Organising<br \/>Committee may ask for an additional participation fee approved by the<br \/>Executive Committee of FISU.<br \/>5.2.5 Head of Delegation<br \/>The countries shall designate a Head of Delegation who alone shall be<br \/>entitled to represent his\/her country, unless otherwise provided for in the<br \/>rules, in negotiations with the committees or sub-committees of FISU or of<br \/>the Organising Committee. It is to be noted that officially designated sports<br \/>managers or coaches may protest to CT on behalf of their own members<br \/>provided such action is confirmed in writing by the Head of Delegation or a<br \/>Deputy within four (4) hours.<br \/>5.3 Technical Officials<br \/>5.3.1 Organising Committees and participating delegations shall follow the<br \/>technical regulations of each sport concerning the provision and costs of<br \/>technical officials.<br \/>5.4 Entries<br \/>5.4.1 Entries will be accepted only from those organisations which have been<br \/>invited to participate (Art. 5.1.1).<br \/>5.4.2 Countries must ensure that all their entries reach the Organising<br \/>Committee by the due time and in the form prescribed by the Organising<br \/>Committee and the regulations of FISU.<br \/>They shall take particular care in completing accurately the section of the<br \/>entry forms concerning previous performances of individuals and teams to<br \/>assist the officials in making the draws.<br \/>5.4.3 When entering, countries shall undertake that their competitors shall not<br \/>withdraw from a sport event once it has begun. Should participants<br \/>withdraw, CISCA is entitled to apply sanctions.<br \/>5.4.4 Deposit for team sports<br \/>Five (5) months before the Championship, countries entering in a team<br \/>sport must confirm their entry with the payment of a deposit of 5000 EUR<br \/>by team registered.<br \/>Secr\u00e9tariat FISU 21<br \/>For Beach Volleyball and 3x3 Basketball, a specific amount applies (see<br \/>specific section in the respective technical regulations).<br \/>The deposit, which guarantees entry into the selection process, shall be<br \/>directly collected by FISU. If a team is not selected their deposit will be<br \/>reimbursed.<br \/>Should the country compete, its deposit shall be credited to the<br \/>participation fees to be paid to the Organising Committee.<br \/>In the event of a withdrawal after the selection of the teams is announced,<br \/>this deposit shall cover the costs undertaken by the Organising Committee<br \/>and FISU (50% for the Organising Committee and the remaining 50%<br \/>becomes the property of FISU).<br \/>5.4.5 Deposit for individual sports<br \/>Three (3) months before the Championship, countries entering in an<br \/>individual sport must confirm their entry with an advance payment of 25 %<br \/>of the accommodation costs per competitor entered.<br \/>The deposit, which guarantees an entry for individual sports, shall be<br \/>directly collected by the Organising Committee.<br \/>Should the competitor compete, his\/her deposit shall be credited to the<br \/>participation fees to be paid to the Organising Committee.<br \/>In the event of a withdrawal, this deposit shall cover the costs undertaken<br \/>by the Organising Committee.<br \/>5.4.6 Entry forms must be entered on the FISU online accreditation system in<br \/>one of the working languages of FISU (English or French) and be<br \/>submitted according to the procedure laid down by the Organising<br \/>Committee and must be received under the following procedure:<br \/>I. Deadline for entry:<br \/>a) Team sports:<br \/>1. General entries (engagement of participation) at least six (6) months<br \/>before the beginning of the Championship;<br \/>2. The payment of the deposit, at least five (5) months before the<br \/>beginning of the Championship;<br \/>3. Quantitative entries (confirmation of participation) with the number<br \/>of officials and participants for each sports event at least three (3)<br \/>months before the beginning of the Championship;<br \/>4. Nominative entries (conditions for participation) with the list of<br \/>competitors, the events in which they shall participate and the<br \/>necessary photographs, one (1) month before the beginning of the<br \/>Championship;<br \/>Secr\u00e9tariat FISU 22<br \/>b) Individual sports (including those with concurrent or supporting team<br \/>events):<br \/>1. General entries (engagement of participation) at least six (6) months<br \/>before the beginning of the Championship;<br \/>2. Quantitative entries (confirmation of participation) with the number<br \/>of officials and participants in each sports event, and with the<br \/>payment of the deposit of 25% of the participation fees, at least<br \/>three (3) months before the beginning of the Championship;<br \/>3. Nominative entries (conditions for participation) with the list of<br \/>competitors and substitutes, the events to which they will participate<br \/>and the necessary photographs, one (1) month before the beginning<br \/>of the Championship;<br \/>II. Entry procedures:<br \/>1. The general and nominative entries shall be sent through the Online<br \/>Accreditation System to meet the required entry deadlines.<br \/>2. Entries arriving after the expiration of the required deadlines will not be<br \/>taken into consideration, except in the case of circumstances outside<br \/>one's control, with the agreement of the Executive Committee and on<br \/>the advice of the Organising Committee;<br \/>3. Individual entry forms of athletes from a non-member association must<br \/>be countersigned by the concerning NSF or by the NOC, and stamped<br \/>with a seal from the said organisation.<br \/>4. The deposit, without any local or international bank fees which<br \/>guarantees an entry in the team sports should be in the hands of FISU<br \/>at the latest five (5) months before the Championship.<br \/>5. The deposit, without any local or international bank fees, which<br \/>guarantees an entry for an individual sports should be in the hands of<br \/>the Organising Committee at the latest three (3) months before the<br \/>Championship.<br \/>5.4.7 By participating or otherwise appearing in a FISU event, each competitor,<br \/>participant, official and each officer, agrees to be filmed, televised,<br \/>photographed, identified and otherwise recorded, under the conditions and<br \/>for the purposes authorised by FISU either currently or in the future and in<br \/>relation to the promotion of the sporting, cultural, and educational activities<br \/>organised under the aegis of FISU or under its endorsement.<br \/>5.5 Individual dossier to submit on arrival<br \/>5.5.1 The individual dossier for each competitor to be presented to the CIC must<br \/>be written in one of the official working languages of FISU (French,<br \/>English, Russian or Spanish), and stamped with a seal from the relevant<br \/>NUSF. The dossier must include:<br \/>Secr\u00e9tariat FISU 23<br \/>a) A passport or identity card1 which shall include:<br \/>1. Full name (in capitals)<br \/>2. Nationality, date and place of birth<br \/>3. A recent photograph<br \/>b) If a student (Art.5.2.1 a):<br \/>1. A document proving that s\/he has satisfied the conditions normally<br \/>required in his\/her country for entrance to a university or similar<br \/>institute;<br \/>2. A FISU Eligibility Form stamped and signed by the NUSF and<br \/>university or similar institute or student card or certificate from the<br \/>appropriate national academic authority certifying that the<br \/>competitor is currently officially registered as proceeding towards a<br \/>degree or diploma at a university or similar institute whose status<br \/>is recognised by the appropriate national academic authority of<br \/>their country<br \/>c) If a former student (Art. 5.2.1b): Proof of the date s\/he obtained his\/her<br \/>final academic degree or diploma;<br \/>d) If a pupil (Art.5.2.2): a certificate of study signed, by hand, by the<br \/>responsible official of the establishment certifying the date of entry into<br \/>that establishment and that the competitor has been regularly<br \/>attending that establishment for at least two (2) years.<br \/>The CIC has the right to verify the validity of any document presented by<br \/>any means of communication.<br \/>5.5.2 Each competitor who does not produce a student certificate as set out in<br \/>Article 5.5.1.b, c and d) will not be allowed to compete.<br \/>5.5.3 In submitting the individual dossiers for his\/her competitors, the Head of<br \/>Delegation or his\/her deputy shall produce a list certified by the appropriate<br \/>national academic authority of his\/her country, of the universities or similar<br \/>institutes whose status as universities meet the requirements of Art. 5.2.1.<br \/>5.6 Financial conditions<br \/>5.6.1 FISU registration fees<br \/>FISU shall receive from each competing country the following FISU<br \/>registration fees:<br \/>a) Effective member associations of FISU: twenty Euros (20 EUR) per<br \/>competitor and official \u201cwith all membership fees payment in order\u201d;<br \/>b) Other associations: forty Euros (40 EUR) per competitor and official;<\/p>\n<p style=\"text-align: justify;\">1<br \/>. Those documents must be in one of the FISU working languages (French or<br \/>English).<br \/>Secr\u00e9tariat FISU 24<br \/>FISU registration fees will be charged to the NUSF at the end of the WUC<br \/>season and an invoice will be delivered and signed by the Head of<br \/>Delegation of each participating country.<br \/>5.6.2 Travel costs<br \/>The countries shall be responsible for their own cost of travel to the<br \/>nearest official point of entry (approved by FISU) of the Championship and<br \/>return. The designated airport or other entry point must be approved by the<br \/>FISU WUC Department.<br \/>5.6.3 Participation fees<br \/>The competing countries, upon arrival, shall pay their dues for participation<br \/>fees 70 EUR per night) and per person to the Organising Committee (in<br \/>accordance with Art. 4.3 &amp; 5.4).<br \/>a) Countries entering in team sports must pay to FISU five (5) months<br \/>before a deposit defined in the technical regulations of the concerned<br \/>sport;<br \/>b) Countries entering in individual sports must pay to the Organising<br \/>Committee three (3) months before a prepayment of 25% of the<br \/>participation fees for each athlete and official registered;<br \/>c) Upon their arrival each country must pay the remaining balance to the<br \/>Executive Committee;<br \/>The Organising Committee, if it so wishes may receive this payment in its<br \/>own currency at the official rate of exchange.<br \/>Any partial or complete withdrawal unannounced by a NUSF to the<br \/>Organising Committee and the WUC Department or announced less than<br \/>a week prior to the start of the competition and causing extra costs to the<br \/>Organising Committee can be charged at the price of 70<br \/>EUR\/night\/person.<br \/>5.7 Accreditation cards<br \/>5.7.1 A numbered accreditation card with a recently taken photograph (Art.5.4)<br \/>will be issued to each competitor whose dossier has been approved by the<br \/>CISCA (Art.3.2.9). Accreditation cards will also be issued to all accredited<br \/>officials, judges and referees.<br \/>5.7.2 Competitors will be required always to keep their accreditation cards with<br \/>them and be prepared to present them for inspection by members of<br \/>CISCA or any other persons authorised by them.<br \/>5.7.3 Accreditation cards will give access to the holders to sports venues, official<br \/>accommodation sites and to any other facilities or services agreed<br \/>between the Organising Committee and the Executive Committee of FISU.<br \/>Secr\u00e9tariat FISU 25<br \/>5.7.4 Heads of Delegation or his\/her representative in declaring their starters or<br \/>composition of teams must list also the accreditation card numbers of their<br \/>competitors.<br \/>Competitors in reporting for the start of any individual sport and also for a<br \/>team sport must present must be prepared to show their accreditation<br \/>cards to the official in charge. For team Championships, the Head of<br \/>Delegation or his\/her deputy, before each match, must present a list of the<br \/>players who will be taking part which must include the numbers of the<br \/>accreditation cards.<br \/>5.8 Insurance<br \/>5.8.1 FISU shall not be responsible for any claim for loss, injury or damage<br \/>arising from the holding of the Championship.<br \/>5.8.2 The Organising Committee shall contract, at its cost, an appropriate<br \/>general liability insurance covering the risks of any liability or damages<br \/>arising out of the organisation of the Championship and any act of the CO,<br \/>or its mandatories and employees, from its constitution to its dissolution<br \/>(cf. Article 4.2). This insurance will cover without limitation, except in the<br \/>case of local legal constraint, all claims for loss, injury or damage to goods<br \/>and individuals. The details of the policy to be contracted by the<br \/>Organising Committee are defined in the attribution contract (Art. 8.6).<br \/>The Organising Committee shall set up a special \"insurance information<br \/>desk\" with appropriate staff in the accommodation sites.<br \/>5.8.3 The participating countries must have the appropriate insurance to cover<br \/>travel and participation, as they are not the responsibility of the Organising<br \/>Committee nor FISU.<br \/>5.9 Medical services<br \/>The Organising Committee will insure:<br \/>a) Free and adequate medical care including initial response and followup,<br \/>immediate medical care as indicated. This medical care includes<br \/>appropriate emergency care at all training and competition venue sites.<br \/>Emergency medical care for all transportation on all accredited person<br \/>officially enters the host country and during their stay until they officially<br \/>leave the country or event. This will not cover medical care if nonofficial<br \/>business or vacation is taken before or after the event.<br \/>b) Doping control in accordance with the procedure laid down in Article 14,<br \/>if requested by the appropriate ISF as per the requirement of the FISU<br \/>Handbook for the sport concerned;<br \/>5.10 Awards<br \/>5.10.1 The Organising Committee shall provide medals, to a design approved by<br \/>the Executive Committee of FISU.<br \/>Secr\u00e9tariat FISU 26<br \/>Individual events:<br \/>These medals shall be awarded to the first three (3) in the individual<br \/>events.<br \/>Team events:<br \/>To the first three (3) teams and to a maximum of three (3) team officials<br \/>(that includes head coach + two (2) team officials) as follows:<br \/>First: Gold\/Gilt medal;<br \/>Second: Silver\/Silver-gilt medal;<br \/>Third: Bronze medal<br \/>In the case of too few entries in individual sports, medals will be awarded<br \/>per event as follows:<br \/>a) one gold medal will be awarded if there are three (3) competitors or<br \/>team;<br \/>b) one gold medal and one silver medal will be awarded if there are five<br \/>(5) competitors or less than five (5) teams;<br \/>c) one gold medal, one silver medal and one bronze medal will be<br \/>awarded if there are six (6) or more competitors or five (5) teams<br \/>competing;<br \/>Any other interpretation of these rules shall be the decision of CISCA.<br \/>In specific sports, where required by the ISF regulations, two bronze<br \/>medals will be awarded.<br \/>The detailed rules of this procedure will be keeping with the rules of the<br \/>appropriate ISF.<br \/>The first eight (8) competitors will receive a diploma or a medal of honour.<br \/>5.10.2 In addition to medals, awards may be made only after agreement with the<br \/>FISU WUC Department.<br \/>5.10.3 Each participant will receive a diploma or a medal for participation.<br \/>6. PROTOCOL<br \/>6.1 The protocol of the opening and closing and other formal ceremonies shall<br \/>be decided by the Executive Committee of FISU or the CISCA in<br \/>agreement with the Organising Committee. The program and schedule of<br \/>the ceremonies will be submitted to the FISU Executive Committee three<br \/>months before the opening Ceremony.<br \/>6.2 The Opening Ceremony will be staged observing the following protocol:<br \/>1. Welcoming to the Opening Ceremony;<br \/>2. March pass of participating countries;<br \/>Secr\u00e9tariat FISU 27<br \/>Each delegation is preceded by a panel with its name and<br \/>accompanied with its flag. The delegations will march in the<br \/>alphabetic order of the language of the country organising the<br \/>Championship or in one of the FISU official language (to be approved<br \/>by the CE). The host country marches in last.<br \/>The flags of the participating delegations as well as the panels will be<br \/>provided by the Organising Committee and will all be of the same<br \/>size.<br \/>3. Playing of the National Anthem and hoisting of the flag of the host<br \/>country;<br \/>4. Welcome speech of the OC representative; (3 minutes maximum)<br \/>5. Speech of the FISU representative ;( 3 minutes maximum)<br \/>6. Highest authority declares the WUC open;<br \/>7. Arrival of the FISU flag, hoisting of the Flag and playing of the FISU<br \/>anthem;<br \/>8. Oath of athletes and judges;<br \/>\"On behalf of all the student athletes, I promise that we shall take part<br \/>in the Championship, respecting and abiding by the rules which<br \/>govern them, committing ourselves to a sport without doping and<br \/>without drugs, in the true spirit of sportsmanship, fair-play, for the<br \/>glory of our country, for the honour of our teams and for the<br \/>achievement of International University Sports Movement.\"<br \/>\u201cIn the name of all the judges and officials, I promise that we shall<br \/>officiate in this Championship with complete impartiality, respecting<br \/>and abiding by the rules which govern them, in the true spirit of<br \/>sportsmanship\u201d.<br \/>9. Cultural programme.<br \/>6.3 The Closing Ceremony will respect the following protocol:<br \/>1. Playing of National Anthem of the host country;<br \/>2. March pass with the flags of participating countries;<br \/>3. Closing Speech of the OC representative;<br \/>4. Closing Announcement of the FISU representative;<br \/>5. FISU Anthem, lowering down of the FISU flag and passing over of the<br \/>FISU flag to next host;<br \/>6. Presentation of the next WUC.<br \/>6.4 For the victory ceremonies of medal awarding, the national flags of the first<br \/>three will be raised and the Gaudeamus Igitur will be played. The<br \/>President of FISU or the person delegated by him will give the medals to<br \/>the victors.<br \/>6.5 The official languages shall be French or English and the language of the<br \/>Organising Country.<br \/>Secr\u00e9tariat FISU 28<br \/>6.6 The Organising Committee shall issue to members of the Executive<br \/>Committee of FISU present, the members of the CISCA and the<br \/>representative of the ISF, a special accreditation card which giving access<br \/>to holder to seats at all the events organised within the frame-work of the<br \/>Championship. Each member entitled to a special accreditation card may<br \/>receive a second card for a guest.<br \/>6.7 The President of CISCA will settle all matters relating to protocol with the<br \/>representatives of the Organising Committee.<br \/>7. INFORMATION SERVICES<br \/>7.1 The Organising Committee, in accordance with the International Press<br \/>Committee, shall provide all the suitable facilities to help the work of the<br \/>accredited representatives of the Press (journalists, photographers, radio,<br \/>film and television).<br \/>7.2 Members of the media shall apply for accreditation to the National<br \/>University Sports Federations (NUSF) at least two (2) months before the<br \/>Championship.<br \/>7.3 The Organising Committee in agreement with the President of the CT<br \/>controls the access to the competition area of Press, (photographers,<br \/>cameramen, and radio and television personnel). The number of media<br \/>personnel shall be limited so as not to interfere with the running of the<br \/>events.<br \/>7.4 The Organising Committee must nominate a person to act as media<br \/>representative.<br \/>8. RADIO, TELEVISION AND OTHER BROADCASTING RIGHTS<br \/>8.1 The following rights are the exclusive property of FISU: the right to sell,<br \/>transmit and replay all images and sounds of the Championship , including<br \/>all television and broadcast rights by any means whatsoever (including<br \/>traditional transmission techniques and\/or by way of satellite<br \/>telecommunications, cable, fibre, ATM closed-circuit, internet or any other<br \/>transmission technique existing and future), video and film recording rights<br \/>and any and all rights to photograph and record, in any other way, the<br \/>Championship by any means whatsoever.<br \/>8.2 The FISU Executive Committee can freely concede or delegate, in whole<br \/>or in part, the right to negotiate to the Organising Committee and\/or to<br \/>another organisation such as a FISU member association - National<br \/>University Sports Federation - or a commercial organisation.<br \/>The FISU Executive Committee shall be kept informed of the progress of<br \/>the negotiations. All contracts will be non-invocable unless approved and<br \/>Secr\u00e9tariat FISU 29<br \/>signed jointly by the FISU Executive Committee and the Organising<br \/>Committee.<br \/>In order to promote the development of the University Sports Movement,<br \/>FISU reserves the right to ensure of its own accord the production,<br \/>distribution and transmission of images on international circuits, whether<br \/>for live or deferred broadcast, for summaries and updates or for \"daily<br \/>news\" highlights broadcasts.<br \/>8.3 The FISU member countries that have several television companies have<br \/>the right to choose, with the agreement of the Executive Committee, the<br \/>company which will negotiate with FISU or its delegate.<br \/>8.4 The Organising Committee undertake to provide a professional broadcast<br \/>video signal on all the events and for the duration of the Championship.<br \/>This signal will include the \u201cFISU\u201d logotype next to the scoring appearance<br \/>as well as the FISU Emblem in filigree on the results screens.<br \/>This signal shall be available free of charge to FISU on a satellite station<br \/>(production site) or on the national switch point. FISU may also use this<br \/>signal on the Internet.<br \/>The Organising Committee also undertake to contractually bar the<br \/>producer or producers of the signal from including on it, any advertising or<br \/>political, religious, doctrinal or racial message and not directly related to<br \/>the Championship or that has not first been approved by FISU.<br \/>The technical costs of the television production and transmission will not<br \/>be included in the rights to be paid to the Organising Committee and to<br \/>FISU.<br \/>The Organising Committee also undertake to contractually require the<br \/>producer or producers of the signal to produce the following compulsory<br \/>broadcasting programme:<br \/>- opening and closing ceremonies<br \/>- Semi-final and final competitions in all disciplines<br \/>- Medal awarding ceremonies<br \/>- Village atmosphere<br \/>All original \"master\" tapes are the property of FISU and shall be delivered<br \/>to the FISU WUC Department in the determined format, by the closing of<br \/>the Championship at the latest (cf. Aplication Rules).<br \/>8.5 The television or any other broadcasting rights, as under Article 8.1, will be<br \/>divided between FISU and the Organising Committee in the proportion<br \/>stated in the attribution contract.<br \/>Secr\u00e9tariat FISU 30<br \/>8.6 All advertising appearing during televised broadcasting or any other<br \/>transmission technique shall have FISU's prior approval.<br \/>This includes in particular:<br \/>a) Advertising pre-existing on Championship sites (Art. 1.14);<br \/>b) Advertising added on the occasion of the Championship on<br \/>Championship sites (Art.1.14);<br \/>c) Advertising \"virtually\" added by electronic insertion or other<br \/>techniques;<br \/>d) Advertising appearing in overlay on the picture, inserted by the<br \/>production department or the television station's final production<br \/>department.<br \/>9. OTHER SOURCES OF REVENUES<br \/>9.1 The Executive Committee of FISU jointly with the Organising Committee<br \/>will negotiate in the best interests of both parties, the following contracts:<br \/>a) Financial sponsorship by commercial companies;<br \/>b) Advertising authorised in the frame of FISU regulations in the<br \/>competitions and accommodation sites of the Championship, on the<br \/>starting number and on the tickets;<br \/>c) Marketing of the FISU name and the Emblem and of all the drawings,<br \/>symbols, brands, mascots or Emblems relating to the competition;<br \/>d) The Executive Committee of FISU will retain all rights and approve all<br \/>contracts in relation with Art. 9.1a, b and c;<br \/>9.2 All income from the sale of entrance tickets will be retained by the<br \/>Organising Committee.<br \/>10. OFFICIAL FILM<br \/>10.1 The Organising Committee shall make the necessary arrangements for the<br \/>realisation of the official film of the Championship.<br \/>10.2 The Organising Committee may delegate the realisation of this film an<br \/>official television broadcaster, a specialised organisation or a team directly<br \/>dependent of it.<br \/>10.3 All the rights necessary for the exploitation of the film in whatever form<br \/>belongs to FISU and the Organising Committee gives a guarantee to this<br \/>effect.<br \/>FISU shall allow the FNSU of the country where the Championship was<br \/>held to exploit the film, subject to the payment of royalties to FISU which is<br \/>the only body authorised to exercise the broadcasting rights.<br \/>Secr\u00e9tariat FISU 31<br \/>This royalty should be determined between FISU and the FNSU on the<br \/>basis of the gross revenue.<br \/>10.4 This film shall give shots of event, the opening and closing ceremony and<br \/>the highlights of all finals (of minimum 30 minutes).<br \/>10.5 At the latest three (2) months after the Championship a complete copy,<br \/>together with the original negative of the film in a professional format is to<br \/>be given free of charge to FISU for its own use.<br \/>The participating countries may obtain, at cost price, copies of this film for<br \/>private showing to their members only.<\/p>\n<p style=\"text-align: justify;\">\u00a0<\/p>\n<\/div>\n<\/div><\/div><\/div><\/div><div id=\"pgc-257-0-1\"  class=\"panel-grid-cell\" ><div id=\"panel-257-0-1-0\" class=\"so-panel
